Returning to the community after incarceration isn’t easy for anyone, and it’s even more complicated if there are drug or alcohol issues to address. In San Diego County, the Probation Department co-located several officers with a community-based organization that already runs a treatment program and transitional living center. This unique partnership is based on the concept that addressing the offenders’ needs is ultimately more cost-effective than having them return to criminality and incarceration.
