Costa Mesa Assistant City Manager Rick Francis has taken a high-level position at John Wayne Airport. He is slated to work as the Assistant Airport Director. Rick joined the Costa Mesa city staff in 2012. Prior to Costa Mesa, Rick worked 18-years with the County of Orange; first as a probation officer, and then as Director of the Program Support and Research Division of the Probation Department. He also worked as the Chief Government Day at the Indio Public Works yard; of Staff for former Orange County Supervisor and showing students some of the equipment.current State Senator John Moorlach.

Rancho Cordova Director of Community Development Aaron Busch is the new Assistant City Manager in Vacaville. Aaron fills the position vacated with Jeremy Craig became the Interim City Manager following the retirement of City Manager Laura Kuhn. Prior to his service in Rancho Cordova, Aaron worked in Yuba City, Roseville and Rancho Mirage. He earned a BA from Fresno State University.

Palo Alto Director of Community Services Rob de Geus is the new Deputy City Manager working with City Manager James Keene. Rob has worked with the City of Palo Alto for the past 17-years, starting as a Recreation Coordinator. Before joining the Palo Alto staff in 2000, Rob worked with the Ladera Recreation District. He earned an AA degree at Santa Rosa Junior College, a BS and an MPA from San Jose State University.

Former Cudahy Senior Administrative Analyst Jessica Balandran has worked as an Administrative Analyst in the City of Vernon since October, 2016. Jessica is a former Senior Analyst at Tripepi Smith &
Associates. She earned a BA and MPA from St. Mary’s University.

Matthew J. Brower has worked as the City Manager in the City of Lincoln, California since 2015. Prior to his appointment he served as City Manager in Ocala, Florida from 2011 until 2014. He was the Ocala Assistant City Manager prior to that (2008-2011). From 2000 to 2008 Matt served as the City Manager in Santa Clara, Utah, and he was the Assistant City Manager in Newnan, Georgia from 1997 to 2000.

Former City Manager Robert Hinderliter, founder of HdL Companies; Ray Silver, a past President of the City Managers Department of the League of California Cities; Greg Korduner, retired from Huntington Park and more recently served as Interim City Manager in Los Alamitos; and Jack Simpson of Trackdown gathered for a friendly lunch at Julian’s Mexican food in Hawaiian Gardens. While there they bumped into Gonzalo Vazquez of the City of Cypress executive staff, who has lunch there weekly with some colleagues.

Hilary Brown is an Account Coordinator for Englander Knabe & Allen. She is a public relations professional. Her expertise includes research, social media outreach, and the development of collateral materials and event coordination. Hilary earned a BA from Pepperdine University.

Former Redding Assistant City Manager Barry Tippin, 53, who has been serving as Interim City Manager since the retirement of City Manager Kurt Starman, has been appointed to serve as the next City Manager in the City of Redding. Barry joined the city staff in 2004 as the City Engineer. He previously worked for CALTRANS. Prior to his appointment to serve as the Interim City Manager, Barry worked as the Redding Electric Utility Director.

Arcadia City Manager Dominic Lazzaretto is one of the four featured City Managers in the “On Point” feature on Page 4 of the June, 2017 issue of ICMA’s PM magazine. Dominic worked as the Community Development Director in La Palma from 2003 to 2005, and served as the Assistant City Manager (2005-2007, and as the La Palma City Manager from 2007 to 2012 when he became the Arcadia City Manager. Dominic earned an MPA from California State University, Long Beach.
