The California Statewide Communities Development Authority (CA Communities) has been authorized by the Legislature to securitize property tax revenues owed to local agencies as a result of the suspension of protections enacted by the voters under Proposition 1A (2004).

The purpose of the securitization is to allow impacted local agencies an alternate means for receiving 100 percent of the amounts due to them at the time at which they would otherwise be impacted by property tax shifts. There is no cost to participate in the securitization program, as all such costs will be covered by the state.

The Proposition 1A Securitization Program is being offered by CA Communities in cooperation with the California Special Districts Association, California State Association of Counties, and the League of California Cities.
