Early this morning the Legislature approved a package of policy bills on Delta governance, conservation, groundwater monitoring and water rights enforcement. Additionally, the Legislature approved an $11.4 billion bond bill that, if signed by the Governor, would head to the November 2010 to be approved by voters.

In the end, water rights language was substantially changed, specifically with regard to reporting of water use and penalties on illegal diversions. And, the water bond gained the necessary support with the addition $1 billion sought by Los Angeles for conservation and monitoring.
