The International City/Couny Management Association Executive Board publicly censured Robert Pauley in its November meeting for conduct that violated Tenet 3 of the ICMA Code of Ethics.

Pauley accepted an offer to become the first city administrator in Sunbury, Pennsylvania, but withdrew his acceptance 10 days before he was to begin work without providing any explanation to the city.

Pauley shortly thereafter accepted and began work as the village administrator in Oak Harbor, Ohio.

ICMA members who accept a bone fide offer of employment are expected to fulfill their commitment. Oral acceptance of an employment offer is considered binding unless the employer makes fundamental changes in terms of employment.
