One city is waiving its requirement that its city manager must live within city limits.
The City Council in Capitola broke the constraint that has been in place since 1968.
The reason?
The city’s new City Manager – formerly the community development manager for the city – bought a house in Santa Cruz in January 2009.
Also, Goldstein says Capitola doesn’t have an elementary school for his son.
