There’s quite a scandal going on at a California water agency, filled with terms generally reserved for prime time – or later into the night – soap operas.

The Sacramento Bee is reporting that an employee, threatened with the loss of her job, entered into a long-term sexual relationship that evolved into a three-way relationship with her boss and his wife.

The former administrative manager of the El Dorado County Water Agency has filed a lawsuit with these claims against former agency General Manager William T. Hetland.

The suit claims, “All of the sexual conduct and harassment that occurred between April 2006 and into August 2009 constitutes an intertwined pattern of continuing sexual harassment,” according to The Bee.

Cathy Monaghan, 53, was fired by the agency Sept. 29, after telling Hetland, 61, that he had subjected her to unbearable stress, which led to her abusing alcohol, and that she wanted to discontinue their intimate trysts, according to the suit.

She had earlier made a sexual harassment complaint against Hetland to the agency’s lawyer, the suit says.

Hetland was terminated shortly after Monaghan was fired.
