Rocklin City Manager Carlos Urrutia received a 42 percent increase in salary in 2008, and details regarding those compensation changes have upset citizens in the Sacramento suburb.

From the Placer Herald newspaper:

“It is almost absurd that anyone gets a 42-percent increase in salary,” said Rocklin resident Janet Dunlap. “City workers have been let go and he gets a fat raise. That’s really immoral. “

Urrutia said the number is misleading as the city agreed to buy back some of his retirement service from previous work experience. It also came at a time when the city was finishing a salary survey to realign his compensation with other city managers in the region.
