Last week, Assembly Speaker John Perez (D-Los Angeles), Senate President pro Tem Darrell Steinberg (D-Sacramento), and representatives of California Forward announced a major package of reforms seeking to make government more effective, stabilize state finances, increase accountability and enhance public oversight of state programs.

The reform package includes work done by the Senate and Assembly Select Committees on Improving State Government and California Forward, a bipartisan political reform group.

The reform efforts proposed by California Forward will be introduced as constitutional amendments in the Assembly and the Senate that will be vetted through the committee process in both houses. Additionally, the Legislature will undertake a series of institutional reforms to improve oversight, prioritize key issues and promote bipartisanship.

In recognition of the important reform efforts under consideration by both voters and the Legislature, the theme for CSDA’s Special Districts Legislative Days (SDLD) is “Navigating the Road to Reform.” In keeping with that theme, attendees will hear from various speakers that will discuss critical reform measures, including California Forward’s senior fiscal policy advisor Fred Silva.

California continues to face long-term, multi-billion dollar budget deficits and partisan gridlock has led to a dysfunctional system that frustrates citizens. Pressure for reform has grown immensely. Understanding how the latest reform efforts will affect special districts will allow your district to proactively participate in the reform dialogue and successfully prepare for the day proposals are implemented. Don’t miss out on this opportunity to hear from a range of speakers that will help special district leaders navigate the road to reform.
