Also joining the firm will be experienced Fire Chiefs Don Mette and Peter Bryan. Don Mette recently retired as the Fire Chief of the Sacramento Metropolitan Fire District and Peter Bryan has previously served as the Fire Chief of Rancho Cucamonga, Monrovia and Norco, California.
Over the last 10 years, Citygate has provided professional fire consulting services for well over 100 cities, counties, and districts. Adding these valuable three consultants from varied backgrounds will allow Citygate to provide a higher level of service and dedication to our clients in the areas of strategic and master plans, staffing studies, deployment and station location analyses, “brownout” studies, risk assessment studies, consolidation feasibility analyses, performance audits, and geographic mapping. During his time as Fire Chief, he organized the merger of the Galt Fire Protection District and the Elk Grove Fire Department, to become the Consumnes Fire Department, which now provides fire protection and emergency medical services to 157 square miles of Sacramento County. Chief Foster has six years of fire protection consulting experience serving cities, counties, independent fire protections districts, and real estate developers in California.

Throughout his career, Chief Mette has served as a Region 4 Sacramento County OES Coordinator, Director of the Fire Districts Association of California, President of the Sacramento County Fire Chiefs, Director of IAFF Local 522, and has participated in numerous regional multi-jurisdictional propositions and measures over the years. Chief Mette said this about joining Citygate: “As Fire Chief, I had the opportunity to have Citygate work with my Fire District on a Standards of Response Coverage and Brownout reductions study. The product that Citygate provided was an invaluable tool for properly deploying the district resources and making several hard decisions as the fire district’s revenue started to decline due to the current economy.

Peter Bryan
Chief Bryan specializes in code consulting, development of wildlife interface/intermix fire protection plans, technical plan reviews and station, apparatus, and personnel implementation scheduling.

Steven Foster
Chief Steven Foster is a 30 year veteran of the Fire Service, and served as a Chief Officer for 23 of those years. For the past twenty years, Chief Foster has served at the Elk Grove Fire Department as Assistant Fire Marshal/Battalion Chief, Chief Officer, and finally Fire Chief in 2006.
Don Mette
Chief Don Mette served as the Fire Chief for the Sacramento Metropolitan Fire District for 5 years. The District is the seventh largest local fire agency in California, with 16 predecessor agencies, 750 personnel, and an operating budget of $156 million dollars.
Chief Peter Bryan has over 35 years of public fire protection and consulting experience. He has served as Fire Chief for the Cities of Rancho Cucamonga, Monrovia and Norco, California. As Fire Chief in these cities, he led the fire departments in planning and delivering fire and emergency medical services, and was responsible for strategic planning, fiscal budgeting, and expense control for annual budgets up to $22 million.
