Citygate is passionate about quality public administration and using our skills to help agencies improve themselves. Achieving this involves only hiring experienced and credentialed practitioners — practitioners that have dealt with the significant challenges currently facing fire departments. Practitioners that know the service-level options and solutions to keep fire protection and EMS strong in California despite decreasing local government revenue. And, most importantly, practitioners that are dedicated to the firm’s cause-driven mission of improving local government.
Over the last 10 years, Citygate has provided professional fire consulting services for well over 100 cities, counties, and districts. Adding these valuable three consultants from varied backgrounds will allow Citygate to provide a higher level of service and dedication to our clients in the areas of strategic and master plans, staffing studies, deployment and station location analyses, “brownout” studies, risk assessment studies, consolidation feasibility analyses, performance audits, and geographic mapping.
Chief Steven Foster is a 30 year veteran of the Fire Service, and served as a Chief Officer for 23 of those years. For the past twenty years, Chief Foster has served at the Elk Grove Fire Department as Assistant Fire Marshal/Battalion Chief, Chief Officer, and finally Fire Chief in 2006.
During his time as Fire Chief, he organized the merger of the Galt Fire Protection District and the Elk Grove Fire Department, to become the Consumnes Fire Department, which now provides fire protection and emergency medical services to 157 square miles of Sacramento County. Chief Foster has six years of fire protection consulting experience serving cities, counties, independent fire protections districts, and real estate developers in California.
In joining Citygate, Chief Foster said, “I am very proud to be part of Citygate Associates because of their great reputation and focus on quality and customer service. I look forward to serving our many clients and building on their proven formula for success that has allowed Citygate to be unmatched in all that they do.”
Chief Don Mette served as the Fire Chief for the Sacramento Metropolitan Fire District for 5 years. The District is the seventh largest local fire agency in California, with 16 predecessor agencies, 750 personnel, and an operating budget of $156 million dollars.
Chief Mette is a 30-year veteran of the Fire Service, and has been involved in five fire district consolidations, including the merger of American River Fire Protection District and Sacramento County Fire Protection District.
Throughout his career, Chief Mette has served as a Region 4 Sacramento County OES Coordinator, Director of the Fire Districts Association of California, President of the Sacramento County Fire Chiefs, Director of IAFF Local 522, and has participated in numerous regional multi-jurisdictional propositions and measures over the years.
Chief Mette said this about joining Citygate: “As Fire Chief, I had the opportunity to have Citygate work with my Fire District on a Standards of Response Coverage and Brownout reductions study. The product that Citygate provided was an invaluable tool for properly deploying the district resources and making several hard decisions as the fire district’s revenue started to decline due to the current economy.
After a very accomplished 30-year career in the fire service and retiring as a Fire Chief of a large California Fire District, I’m excited and look forward to becoming part of the Citygate team as a fire service consultant.”
Chief Peter Bryan has over 35 years of public fire protection and consulting experience. He has served as Fire Chief for the Cities of Rancho Cucamonga, Monrovia and Norco, California. As Fire Chief in these cities, he led the fire departments in planning and delivering fire and emergency medical services, and was responsible for strategic planning, fiscal budgeting, and expense control for annual budgets up to $22 million.
Chief Bryan specializes in code consulting, development of wildlife interface/intermix fire protection plans, technical plan reviews and station, apparatus, and personnel implementation scheduling.
“I am excited about joining Citygate’s Fire Practice team and bringing my diverse background and experiences as a Fire Chief and consultant. I am committed to their mission of serving public agencies and helping improve their situations.”
In announcing these appointments, Chief Stewart Gary, Citygate’s Fire Practice Principal, said: “I can’t think of three finer fire service opinion leaders in California to welcome aboard the Citygate team.
These consultants share common values about how to conduct best practices based fire service analysis and how to uniquely meet each client’s needs. I’m confident they will push our team to invent new methods as we seek to grow the complexity of the services we offer based on our ethics, technical competencies, positive relationships and outcome successes.”
