In September, the Department of Housing and Community Development (HCD) will host meetings to explain how to apply for an estimated $1.8 million in federal community development funds.


The funds are provided through the Community Development Block Grant (CDBG) to benefit lower income residents of the unincorporated areas for projects such as community and health centers, parks, and water and drainage improvements. Funds are administered by HCD.  General information will also be provided about the following programs:

  • HOME Investment Partnerships (HOME) and CDBG Affordable Housing Programs. An estimated $7 million for affordable housing programs administered by HCD for the unincorporated area and the cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach (Urban County) and Carlsbad, Encinitas, La Mesa, San Marcos, Santee, and Vista (HOME Consortium).
  • Emergency Shelter Grant (ESG). An estimated $206,669 available to improve the quality and number of emergency shelters and transitional facilities for homeless persons and to help at-risk people from becoming homeless. Administered by HCD for the Urban County.
  • Housing Opportunities for Persons with AIDS (HOPWA). An estimated $2.9 million for affordable housing and services for low-income households of people living with HIV or AIDS. Administered by HCD for the entire San Diego County region.
