Earlier this year, Kaiser Permanente’s Riverside Medical Clinic asked Community Health Systems Inc., a private, nonprofit health organization, to identify Riverside County patients who could qualify for free, low-risk outpatient surgery.

Organization officials said they knew they faced a difficult task.

Health clinics, like those operated by Community Health Systems, treat thousands of uninsured, poor people who need surgery. But many patients don’t follow through with recommended treatments, which leaves them too unhealthy to get the operations they need.



“The pool of patients we’re discussing, to get them to comply with their health care needs is very difficult,” said Yolanda Gomez, a Community Health Systems’ regional operations manager. “They’re just surviving on a day-to-day basis.”
