California Health and Safety Code and sections of the California Redevelopment Law allow certain public bodies to assist in planning, undertaking, construction or operation of redevelopment projects.
Ronald Rector from the City of Barstow has proposed a recommendation to approve a resolution that would authorize the acceptance of thirty-two (32) parcels of land from the Barstow Redevelopment Agency and authorize Mayor Joe Gomez to execute the Grant Deeds.
The Redevelopment Agency has adopted a five (5) year implementation plan for the project area that encompasses the parcels. The approved goals are: economic development, community revitalization, institutional revitalization and affordable housing. To implement these goals the City must acquire the parcels as real property.

The City would cooperate with the Barstow Redevelopment Agency and carry out the disposition and redevelopment of the parcels in accordance with the objectives and purposes of the California Redevelopment Law.
The Redevelopment Agency determined that there is no possibility the transfer of title to real property by the Agency to City will have an effect on the environment.
