Livermore Assistant City Manager Troy Brown is the new incoming West Coast Vice President on the ICMA Executive Board.
Assistant City Manager Evert Palmer, 51, is the new Folsom City Manager succeeding retiring City Manager Kerry Miller. He will assume the City Manager position on October 14. Evert has served Folsom for more than 15-years as Assistant City Manager, Director of Administrative Services and Assistant Finance/Information Technology Director. He has an MPA from Golden Gate University and a BA from Chapman University.
Palo Alto City Manager James Keene reported that a Coast Live Oak with a 51-inch trunk has been discovered to have a rotting trunk and roots, and is reluctantly being considered for removal. The extensive decay, combined with the large size of the tree, give cause for public safety concerns. The removal is scheduled for the last week of September, but may be held off to allow further discussion and determinations.
San Jose City Manager Debra Figone has announced that her selection of Dave Sykes to be the city’s Director of Public Works has been confirmed. Dave is a 24-year veteran of the department. He is the President of the Santa Clara County Municipal Public Works Officials.
Sturgis, South Dakota has appointed Merced Development Manager Daniel Ainslie to be their next City Manager. Sturgis is famous for being the location of one of the largest annual motorcycle events in the world; held annually in August.
Upon City Council direction, Simi Valley Assistant City Manager Laura Behjan is addressing the Grand Jury and the Ventura County Board of Supervisors regarding a planned expansion of the Simi Valley Landfill and Recycling Center on unincorporated land neighboring the City. It has been alleged that there has been dumping of hazardous waste at the site. The Simi Valley City Manager is Mike Sedell.
Richmond Economic Development Director Steve Duran has been selected to be the next Hercules City Manager replacing Interim City Manager Liz Warmerdam. Liz followed Interim City Manager Fred Deltorchio, who followed former City Manager Nelson Oliva.

Most recently Hector served as the Executive Officer of Operations Administration for the Los Angeles County Metropolitan Transportation Authority (MTA). He was the Barstow Finance Director before being appointed City Manager.

J. R. Castner retired as the Sioux City, Iowa City Manager in 1986 and then signed on to manage and promote the Siouxland Open Golf Tournament for the next dozen years. J.R., 77, retired from his tournament position last year. He is a former El Monte City Administrator.
