The Human Resources Director is an at-will position and is a key member of the City’s executive team. This position is responsible for managing a comprehensive human resources program including employee labor relations, recruitment & selection, training & development, classification & pay, benefits administration, risk management, workers’ compensation administration and equal employment opportunity.  The City is interested in candidates who possess a strong generalist background in Human Resources Management, have good interpersonal skills, are team players, and are interested in organizational improvement and development. This key department head position currently supervises three employees and oversees a total operating budget of just over $3 million. As this department supports a city work force of 438 employees, the ability to be a “hands on” administrator of all human resources functions is a must.

Under the direction of the City Manager, this position will also provide a variety of other administrative support including representing the City Manager in presentations to the public and City Council, formulating policies, being lead on the development of special studies and management analyses and serving as the City representative on various community committees and advisory groups.

In the area of labor relations, the Human Resources Director is a key member of the City’s negotiating team assisting with the contract negotiations with our bargaining groups.

For these responsibilities, the city offers a compensation package that begins with a salary ranging from $9,415 to $14,995 per month.

  • A cafeteria plan of $9,450 annually which includes medical, dental, vision and dependent care for the employee and eligible dependents or may be taken as direct salary with proof of health coverage;
  • PERS 2.7% @55 (employee pays the employee portion), educational reimbursement of $1500 annually;

The City is seeking a dynamic and strategically oriented human resources executive to lead the Human Resources Department. The successful candidate will be experienced in supervising a human resources staff and have knowledge of contemporary issues affecting the human resources function, is capable of managing a centralized human resources department in a collaborative and consultative manner and has a strong working knowledge of the broad range of municipal human resources issues including federal & state employment laws, public sector merit processes, CalPERS retirement, and employee benefits plans.

The ideal candidate will possess a Bachelors’ degree in public or business administration, human resources management, psychology or a related field.  A Masters’ degree is highly preferred.  Candidates should possess at least ten years of progressively responsible human resources management experience including labor management relations, at least five of which were in a supervisory or program management capacity. Experience at the executive level working for a medium to large local government agency is also highly desirable.

A valid California driver’s license and the ability to maintain insurability under the City’s vehicle insurance policy.
