The City of Santa Monica passed a resolution on October 25th after completing a trial program to test single machine meters in city lots. These machines will offer multiple payment options, including credit cards, pay-by-phone applications, and coin. IPS Groups, Inc successfully completed the pilot project that measured its use.

Staff recommended awarding a sole source agreement to IPS Group, Inc. to deliver and install solar these powered parking meters that accept these forms of payment. The purchase and installation of the new parking meters is estimated at $4,500,000 with ongoing operating cost estimated at $612,000 annually.

These new parking meters will replace all of the 6,100 existing meters in the city. The problem as defined by city officials is that drivers who do not have a Santa MoniCard or coins must move to another parking facility, increasing vehicle circulation and emissions.

In an effort to enhance the overall parking experience and accommodate the needs of citizens, the multiple payment option is necessary. It will result in drivers being more willing and able to pay for additional parking and increases customer satisfaction by minimizing frustration from broken meters according to the city report.
