The plant should have opened in 2009, but years of delays and millions in cost overruns have caused the plant’s opening dated to be pushed back to 2015. The latest delays come after nearly $30 million in repairs to the original plans had to be approved.
Deficiencies in the facility range from water treatment equipment to pipes to structural problems with roofing. The extent of the change orders may never be known as a settlement with one of the contractors included a confidentiality clause. That firm will cover much of the overruns.
The project had been intended to reduce Modesto’s reliance on well water.
