Covered California is working out a plan to provide access to vision and dental coverage, but it might not be that easy. Federal rules prohibit subsidies from going to pay for the cost of so-called supplemental plans, and administrative fees for Covered California can’t go towards providing access to coverage.

One model that could work for Covered California would be modeled after the Colorado program, where instead of providing direct access to supplemental plans, Connect for Health Colorado provides a landing page for people who exit their website. That provides direct links to various providers of supplemental services.

The other option would be to create a separate state program that provides information about the services and is modeled after the Covered California system.
