City Manager Nicole R. Zieba was appointed to the Reedley City Manager position inAugust, 2011. Prior to joining the Reedley staff, she served as the Deputy City Manager in Fresno. Nicole took over in Reedley from Interim City Manager Ray Forsyth. Nicole earned a BA from California State University, Fullerton and an MPA from the University of Southern California (USC).

Chowchilla City Manager Mark Lewis has been placed on paid leave. No reasons have been given. Chief of Police Jay Varney is serving as Acting City Manager, a position he has held previously. Chief Varney is a candidate for Madera County Sheriff. Mark came to Chowchilla in April, 2011. He previously served as the Stockton City Manager.

Hesperia Legislative Analyst Georgia Lantsberger is leaving the city to accept a position with the City of Manteca. Prior to coming to Hesperia in 2007 Georgia worked for the City of Victorville for23-years. She only left Victorville to briefly move out of State. She has been working as an important staff member of Hesperia City Manager Mike Podegracz. Georgia’s husband Steve Lantsberger is the Hesperia Economic Development Director.

Former Morro Bay City Manager Andrea K. Lueker is currently serving as the Executive Director of the Morro Bay Community Quota Fund. She served as City Manager between 2008 and early 2014. Andrea initially joined the Morro Bay city staff in 1987 as a Recreation Coordinator/Supervisor. In 2013 she received a25-years ICMA Service Award.

San Bernardino City Manager Allen J. Parker has served in local government in each of the past 6-decades, beginning in 1965 as an Administrative Assistant in Kansas City, Missouri. He worked in South El Monte at the start of the 1970s, and was appointed City Manager in Seal Beach in 1981. In 1992 he was City Manager in East Palo Alto, and he was the Village Manager in Maywood, Illinois when 2000 rolled around. Allen began his current assignment in San Bernardino in 2013.

Eastvale City Manager Carol Jacobs has resigned immediately from her position. Carol previously served as the Stanton City Manager. Eastvale City Attorney John Cavanaugh will serve as the Acting City Manager until the City Council decides on an Interim City Manager. Carol in Costa Mesa in 1987 as a Cable Television Assistant. She earned a BA and MPA from California State University, Fullerton. A city rumor is that there is interest in bringing City Manager Robert Van Nort back. Bob was the City’s Interim City Manager at incorporation.

Thomas E. Robinson has closed out a year of operations with TR Management Services, Inc. Tom founded TR Management soon after he retired as the City Manager in La Mirada. Tom’s public management career started in Commerce in 1972 as a Public Information Officer. He spent a little more than 7-years in Cerritos starting in 1978 prior to joining the La Mirada staff as the Director of Community Resources. He was the La Mirada CityManager from August, 2008 to September, 2013.

FormerDel Rey Oaks City Manager Steve Endsley has worked with the Fort Ord Reuse Authority since 1998, starting as the Authority’s Director of Planning and Redevelopment. He served in Del Rey Oaks between 1993 and 1998. Steve is currently the Assistant Executive Officer of the Authority. Steve earned his BA and a Masters degree in City and Regional Planning from the University of California, Berkeley. He served as the Vice President of the University’s student body in 1975-1976.

Former City Manager John Longley, who served in Porterville, Marina, Avalon, Farmersville and Greenfield, is celebrating his 4th anniversary as the Airport Director for the City of Klamath Falls Airport in Oregon. John started as a Civil Air Patrol Volunteer, and in August, 2010 was appointed to the Airport Director position. John earned a BA from San Jose State University, and an MA from the University of California, Davis.

Arcata City Manager Randy Mendosa retired last month, and Finance Director Janet Luzzi is serving as Interim City Manager. Colton Finance Manager Jessica Hurst is the new Hemet Deputy City Manager. She fills the position vacated by Rita Conrad, who resigned in March. In addition to Colton, Jessica has previously worked for the County of San Bernardino and Rancho Cucamonga. She earned a BA and MPA from California State University, San Bernardino.

Jeff Mathieu served as the Director of the Santa Monica Resource Management Agency for 20-years from 1986 to 2006. Jeff was appointed City Manager in the City of Big Bear Lake in July, 2006. He earned a BA from California State University, Long Beach.

Walter Munchheimer, 66, was appointed to the Marysville City Manager post in October, 2012. Walter came out of retirement to take the Marysville position. He grew up in Rio Dell in Humboldt County. Walter went to college at the University of California, Davis and served in the Lake County administration. He eventually moved to Florida, where prior to coming to Marysville he was the Director of Financial Management in Palm Beach County. He also has served as the Deputy County Manager in Fulton County, Georgia, which includes Atlanta. He returned to California, moving to Eureka in 2008 where his wife served as a public health administrator.

Former La Mirada Assistant City Manager John Di Mario, who also worked as the Community Development Director in La Palma, and Economic Development Manager in South Gate, is currently serving as the Community Development Manager for Civic Solutions. John earned a BA and MPA from California State University, Long Beach.

Colton City Manager Stephen Compton was dismissed at a Special City Council meeting on Thursday, August 21, 2014. The termination was effective immediately.

Richard J. “Rick” Keene is a former Republican member of the California State Assembly representing the 3rd District from 2002 to 2008. Rick previously served on the Chico City Council and served as Mayor in 1997-1998.Rick was born in Crescent City, a son of a logger, and raised in a small Trinity County community. He is an attorney and has worked as a lobbyist since leaving the legislature.
