Retired Vallejo City Manager Joe Tanner has been appointed to serve as the Interim Director of Finance in the City of Millbrae with City Manager Marcia Raines. Marcia is the 2014-2015 President of the City Managers Department of the League of California Cities. Irvine City Manager Sean Joyce is the President-Elect.

Placentia City Administrator Troy L. Butzlaff has submitted his resignation after serving as City Administrator for six and a half years. Troy served as Placentia‘s 11th City Administrator since the city’s incorporation. His final day on the job is projected to be February 13, 2015.

Former Glendale Assistant City Manager Robert McFall has been selected to serve as the Interim City Manager in Arroyo Grande. Bob retired from Glendale in 2010. Debbie Malicoat has been serving as Acting City Manager since City Manager Steve Adams vacated the office.

Redondo Beach Interim City Manager Joe Hoefgen is the new Redondo Beach City Manager. He became Interim when City Manager Bill Workman was dismissed. Joe had been working as the Redondo Beach Community Services Director for about three-years. He was previously the Palos Verdes Estates City Manager, 2007-2011.

Marcela Tavantzis, 55, has been selected to serve as the Interim City Manager in Watsonville while a replacement for City Manager Carlos Palacios is recruited. In 1988 Marcela served as Deputy City Manager and was promoted to Assistant City Manager about 15-years ago. She has been serving as the Assistant City Manager and Community Development Director since 2008. Carlos is leaving Watsonville to become the Santa Cruz County Deputy Administrator.

Former Eastvale City Manager Carol Jacobs has been appointed Interim City Manager in Grand Terrace. Prior to joining Eastvale in 2012, Carol had served as the City Manager in Stanton between March, 2009 and September, 2012. Carol earned an MPA from California State University, Fullerton.

Lemoore City Manager Jeff Laws has announced his retirement effective March 6, 2015. Jeff began his public service career as a reserve police officer in Porterville in 1984, and later he took a full- time position with the Lindsay Police Department. Jeff joined the Lemoore Police Department in 1997 and became Chief of Police in 2009. He was appointed Acting City Manager following the resignation of City Manager Jeff Briltz in 2013, and he was selected to serve as City Manager in November, 2013.

Retired Encinitas Public Works Director Larry Watt has been appointed Interim City Manager replacing City Manager Gus Vina, who resigned to take the Brentwood City Manager position. Larry retired in 2011. He currently serves as the Board President for the Olivenhain Municipal Water District.

Modesto Deputy City Manager Dee Williams-Ridley has been appointed to the Deputy City Manager position in Berkeley. She is scheduled to start her new job in Berkeley on February 9. Dee joined the Modesto staff in January, 2010. Previous to that she served as an Assistant Human Resources Director in San Mateo County. Dee earned a BA from California State University, Sacramento.

Retired Blythe City Manager David Lane, 59, has relocated to Idaho Falls, Idaho, and is now the Idaho Falls Auditorium District Executive Director. Dave is working toward a groundbreaking for the Idaho Falls Events Center at Snake River Landing.

Daly City Assistant City Manager Julie T. Underwood previously served as the City Manager in Shoreline, Washington. Prior to moving to Shoreline as the Assistant City Manager in 2002, Julie served as the Assistant to the City Manager in Rockville, Maryland.

Vista Assistant City Manager Aly Zimmermann served as a Policy Analyst for the League of California Cities from 2000 to 2003. One of her assignments then was working with the California City Management Foundation. Aly joined the Vista staff with then-City Manager Rita Geldert in December, 2006. She was appointed ACM in January, 2012. Aly earned a BA from the University of California, Davis and an MPA from California State University, San Diego.

Larry Herrera-Cabrera, 62, has announced his retirement as Long Beach City Clerk effective April 30. Larry joined the Long Beach staff in December, 2002. served.

Orange City Manager John Sibley, 68, has announced his retirement. John has been the Orange City Manager since 2005.

Needles City Manager Richard A. Daniels previously served as the City Manager in Desert Hot Springs. Rick was appointed to the Needles post in September, 2013. Rick often refers to himself as “The Duckman” because of his love of his alma mater the University of Oregon.

Retired Gustine City Manager Greg Greeson, who retired effective December 31, 2014, will remain as a member of the city staff as a part- time consultant. Gustine‘s new City Manager Sean Scully indicates that Greg will work on specific projects and assignments as he is needed.

Former San Juan Bautista and Colusa City Manager Jan McClintock has served the past three-years on the Board of Directors for Women Leading Government. Jan earned an MPA from Golden Gate University.

Camarillo City Manager Bruce Feng has named Dave Norman to serve as Camarillo‘s Assistant City Manager. Dave has been serving as the Camarillo Community Development Director since 2012. He previously served as City Manager in Port Hueneme (2006-2012), Cypress (2005-2006), and Aliso Viejo (2002-2005). Camarillo has been without an Assistant City Manager since Dan Paranick left the position last November to take the Assistant City Manager post in Ventura.
