Former Lemon Grove City Manager Graham Mitchell, 46, is the new Escondido City Manager. Three months ago Graham was hired as the Assistant City Manager in Escondido. He will replace longtime City Manager Clay Phillips, who will retire effective December 18. Graham was the Lemon Grove City Manager for nearly 13-years. Prior to joining the Lemon Grove city staff, Graham served for three years as the City Manager in Farmersville in Tulare County.

Oakland has been negotiating a “loaned executive” deal with the City of Portland, Oregon for services of Portland’s Equity and Human Rights Director Dante James. Dante, 57, will help Oakland set up their new Equity Office.

Davis City Manager Dirk Brazil is “thrilled” that Dale Sumersille is joining the Davis staff as the new Parks and Community Services Department Director. Dale is a veteran in parks and recreation and has lead the departments in Ojai, Isla Vista and Agoura Hills. She was the General Manager of the Recreation and Park District in Isla Vista. She earned a BA from the University of the Pacific, and an MBA from California State University, Stanislaus.

New Watsonville City Manager Charles Montoya will report for his new job on November 30. He is still a defendant in a civil lawsuit filed on behalf of two former Florence, Arizona police detectives. Charles served as the Florence Town Manager from January, 2013 to July, 2015. In June 2014, former detectives Walt Hunter and Jarris Varnrobinson sued the town for wrongful termination in Federal Court. In addition to the City Manager, the lawsuit names Mayor Tom Rankin, Police Chief Dan Hughes, Police Lt. Terry Tryon, and former Town Manager Himanshu Patel as defendants.

Livingston, California’s new City Manager is Eddie Duque, 48. Eddie previously served as a Senior Management Analyst in the Finance and Management Services Department in the City of Santa Ana. The previous Livingston City Manager was Jose Ramirez.

Riverside Assistant City Manager Deanna Lorson has left the city to pursue other opportunities. Deanna was appointed ACM in April, 2011, and prior to that she served Riverside as the Development Director between April, 2009 and April, 2011. Marianna Marysheva-Martinez has been appointed by Riverside City Manager John Russo to replace Deanna. Marianna is a former Oakland Budget Director and has had other top executive assignments in Mammoth Lakes, Lynwood and Maywood. The past couple of years she has worked as a consultant.

Huntington Park Assistant City Manager Edgar Cisneros has been appointed to the City Manager post replacing Interim City Manager John Ornelas. Edgar is a former Field Deputy to former Los Angeles County Supervisor Gloria Molina, and before that with former State Senator Martha Escutia. He earned a BA from California State University, Long Beach.
