Pamela Antil

The Encinitas City Council will consider appointing Pamela W. Antil as its next city manager at its September 9 City Council meeting. Antil became the top candidate after a nationwide search to replace Encinitas’ previous City Manager, Karen Brust, who retired in June after nearly five years with the city. If the item is approved, Antil would begin on October 12, 2020.

Antil has more than 25 years of experience directly managing and advising local government agencies across the country including small and large cities such as San Jose, CA, Ann Arbor, MI, and Palo Alto, CA. Since 2015, she has been serving as the Assistant City Administrator for the City of Santa Barbara, CA.

“We’re really excited to have Pam join our team,” said Mayor Catherine Blakespear. “Her experience in the city managers’ offices in Santa Barbara and Palo Alto, as well as other cities, gives her a depth of knowledge that will be invaluable here in Encinitas.”

In addition to her city experience, Antil advised local governments, not-for-profits and private sector clients when she worked as a consulting manager for Grant Thornton LLP – the fifth largest public accounting and management consulting firm in the U.S.

She holds a bachelor’s degree from Central Michigan University and a Master of Public Administration degree from California State University, Long Beach.

“I am delighted to be selected as the next City Manager in service to the Encinitas community,” said Antil. “The City Council’s plans for the future are ambitious and exciting. I’m eager to roll up my sleeves and get going.”

Antil has an extensive background of published articles and papers with topics including advancing women in local government; the future of policing in the United States; business networking; innovation and design thinking; post-merger/operational due diligence in the private sector; and use of social media by local government.

The City Manager position reports directly to the Encinitas City Council and is responsible for the overall administration of city business including providing executive leadership, direction, review and coordination of all city departments and operations.
