The City of Winters City Council, after a national recruitment conducted by Peckham & McKenney Inc., have selected Kathleen Salguero Trepa as their next City Manager. Of 112 applicants from over 20 states, 6 candidates were invited to participate in interviews with the City’s leadership team, community panel, and the City Council. The City Council approved an employment agreement and announced the appointment of Ms. Trepa during their October 20, 2020 City Council meeting.
Ms. Trepa comes to the City of Winters with nearly 25 years of experience in local government as well as six years in the private sector. Having recently served as Assistant City Manager with the City of Concord for over three years, she previously served the cities of Goleta, Claremont, San Marcos, and San Juan Capistrano, CA. Kathleen received a Bachelor of Arts in History from Boston University, magna cum laude. Her experience covers a broad range of municipal government services including, but not limited to, finance, IT, HR and economic development.
Mayor Wade Cowan shared the excitement of the City Council in welcoming Kathleen to Winters. “We interviewed a lot of great city manager candidates and are impressed with Kathleen’s specific qualifications and leadership experience. We are ready to have her join our dynamic community.”
Kathleen expressed her appreciation of the City Council’s selection. “Thank you to the City Council for selecting me as their next City Manager. I am excited and honored to join the Winters’ team, and I look forward to getting to know the community and staff.”
Originally from a small town in New England, Kathleen is a conversational Spanish speaker. She has two adult daughters; one works in the wine industry and the other is a second-grade teacher in Oregon. She loves animals and will likely be seen around town with her rescue dog. In her free time, she enjoys spending time outdoors and is looking forward to exploring Putah Creek and the trails in the area. Kathleen’s first day in Winters will be November 9, 2020.
