At the next City Council meeting, May 19, the Baldwin Park city council will appoint Enrique C. Zaldivar to serve as the first Mexican-American Chief Executive  Officer (CEO), replacing long-time CEO Shannon Yauchzee, who is retiring after seven years.  

In 2007 Zaldivar was appointed as the General Manager for LA Sanitation and Environment (LASAN) by  Mayor Villaraigosa and reappointed by Mayor Garcetti in September 2013. He has been the General  Manager and Director of LASAN for over thirteen years. Zaldivar started his career with the City of Los Angeles in 1985 as an associate engineer and has been there for more than thirty years

Zaldivar, to Baldwin Park,” said Mayor Emmanuel J.  Estrada. “He has the right combination of experience, vision, and enthusiasm to help us move forward into the future. We look forward to working with Mr. Zaldivar as he becomes part of the Baldwin Park family!” 

Through the leadership and management of Mr. Zaldivar, LASAN has had significant accomplishments that greatly benefitted the City. Some projects include adopting the Low Impact Development Ordinance (LID), implementing the Single-Use Plastic Bag Ban Ordinance, and implementing the brand-new Clean Streets  Initiative (CSI), and much more. Mr. Zaldivar will be a great asset to the Baldwin Park team. He has more than thirteen years of experience managing a large agency in the City of Los Angeles with over 3,500  employees and an annual revenue budget of over $1.2 Billion. 

“I want to thank Mayor Estrada, Mayor Pro Tem Avila and the Councilmembers for placing their confidence  in me to assist them in guiding the “Hub of the San Gabriel Valley” City onto greater heights that would  benefit the quality of life of city residents.” 

The appointment comes as the City conducted a lengthy search for a new CEO with a pool of over 40  candidates. Mr. Zaldivar went through a highly competitive vetting process where he interviewed with the  City Council and an external panel. A critical position for a city, a city CEO, serves as the chief administrative officer responsible for overseeing city departments, the charter, and Municipal Code, based on the City  Council’s direction.  

Zaldivar briefly attended UCLA before going to Cal Poly Pomona, where he obtained a bachelor’s degree in Civil Environmental Engineering and completed graduate work at the master’s level. 

He will officially assume his new role in Baldwin Park on June 7, 2021.
