Yountville Town Manager Steven R. Rogers is an ICMA Credentialed Manager. Steve has served in Yountville since October 2007. He currently serves as the President of the City Managers’ Department of the League of California Cities. Steve is a past President of Cal-ICMA (2019-2020).

Former Fresno City Manager (2017-2021) Wilma Quan began her duties as the City Manager in the City of Fowler in March 2021. Wilma earned a BS in health policy administration from Penn State University and an MBA from California State University, Fresno. She joined the Fresno city staff in January 2009 as an Urban Planning Specialist (2009- 2014); served as Deputy City Manager (2014-2016); and Assistant City Manager (2016-2017); prior to being named Fresno City Manager in July 2017.

Vallejo City Manager Greg Nyhoff has resigned after a little more than 3-years in the position. Assistant City Manager Anne Cardwell is the Acting City Manager while filling the City Manager post is considered. Greg has more than 31-years of public service, including 23-years as a City Manager in the states of Michigan, Colorado and California. He served as City Manager in Oxnard and Modesto prior to his Vallejo experience starting in January 2018. In October 2018 he was appointed to serve as a City Manager Trustee on the Board of the California City Management Foundation (CCMF).

Escondido City Manager Jeffrey R. Epp retired as the end of June after working for the city for 36-years. He joined the city as a Legal Intern in 1965. Jeffrey was appointed Escondido City Attorney in 1996, and he became City Manager in July 2017. A city proclamation made June 29, 2021 “Jeffrey R. Epp Day” in Escondido.

Seaside City Manager Craig Malin is leaving his post in August to join his family in Wisconsin. He has been hired to serve as the Village Administrator in the Wisconsin Village of Poynette. He started as Seaside City Manager in December 2015. Prior to coming to California he served 14-years as the City Administrator in Davenport, Iowa.

Before beginning a successful career in the private sector, Bruce G. Lawson served as City Manager in Los Altos Hills (1973-1974) and Belvedere (1974-1976). Prior to those management assignments Bruce served in executive positions in Placentia; Corvallis, Oregon; and Belmont (1971-1973). Bruce began his public service career as an Administrative Intern in Tulare (1964) and San Mateo (1965-1966). Bruce earned a BA from San Francisco State College, an MPA from California State University, Fullerton, and a PhD in public administration from Golden Gate University. Bruce is the Managing Director Emeritus for Gallagher Benefit Services in Phoenix, Arizona.

Oakdale Chief of Police Scott Heller will retire effective August 27, 2021. Scott has served as the Chief in Oakdale for the past 5-years. Prior to joining the Oakdale department, Scott served 17-years with the Modesto Police Department, and as the Police Chief in the City of Placerville for 3-years.

Following the retirement of Laguna Beach City Manager John Pietig, Assistant City Manager Shohreh Dupuis was promoted to the City Manager position.

Former Fullerton City Manager Ken Domer has been appointed to the Laguna Beach Assistant City Manager post. Ken served as the Fullerton City Manager from 2017 until last April. He was the Assistant City Manager in Huntington Beach (2013- 2017) and Assistant City Administrator in the City of Placentia (2008-2013). Previous to that he was the City Manager in Villa Park (2005-2008). Ken earned a BA in political science and an MPA from the University of Southern California (USC).

Yreka City Manager Steve Baker retired at the end of June after more than 11-years as the city’s City Manager. Steve has worked for more than 30-years in city government. Steve served as the City Manager in Suisun City from June 1988 to December 2004; nearly 17-years. Steve became the Yreka City Manager in February 2010. He earned a BA in political science from the University of California, Davis.

Turlock is looking for a new City Manager. They have had 5-different City Manager in the past two years. Human Resources Manager Sarah Eddy is the current Interim City Manager since the departure of City Manager Gary Hampton.

Bellflower Assistant to the City Manager Randi Stover is the new Deputy City Manager in the City of Alhambra. Randi joined the Bellflower city staff in August 2011 as a Human Resources Management Assistant. She became a Human Resources Analyst in August 2014, and Randi was appointed Assistant to the City Manager in April 2016. She started her new assignment in Alhambra in June 2021. Randi earned an AA degree from Cerritos College, and a BA and MPA from California State University, Long Beach.

Jerome Keithley had a storied City Manager career. He served as City Manager in Stockton (1949-1950); Palo Alto (1950-1966); Oakland (1966-1972); and Glendale (1972-1978). He served as the President of the City Managers Department of the League of California Cities in (1968-1969). Jerry also was a Regional Vice President on the ICMA Board (1973-1975). Following his retirement he lived in Rancho Mirage.

Frank N. Mannen retired as the Carlsbad Assistant City Manager at the end of December 2004. Frank spent 28-years working for the City of Carlsbad. He was 63- years old at the time of his retirement. Frank joined the Carlsbad city staff in 1976 after having worked in the City of El Cajon. He began his public service career as an Administrative Analyst in El Cajon (1969- 1970), and then joined the City of Vista (1970-1971). He then returned to El Cajon (1972-1976). Frank earned a BPA from San Diego State University.

Yvonne Kimball is the City Manager in the City of Jackson. She previously served as City Manager in Bowling Green, Florida (2008-2011) and Town Manager in Dewey-Humboldt, Arizona (2012-2017). She became the Jackson City Manager in August 2017. Jackson produced more than half the gold mined in the California Mother Lode. The Argonaut and Kennedy mines have shafts that drop more than 5,000 feet, and are said to be the deepest mines on the continent. The city was founded in 1848 and named for Colonel Alden Jackson.

San Francisco is requiring all 35,000 of its employees to be vaccinated against COVID-19 or risk losing their jobs. The requirement is to promote safety in municipal workplaces and among the general public. Police officers, firefighters, building inspectors and other city workers come into regular contact with community members. Carol Isen, San Francisco’s Director of Human Resources said that this action is simple and will help protect the public and city employees. Employees who do not meet the vaccine requirement could lose their jobs.

Henry G. Hesling was born in December 1942. He began serving as the Delano City Manager in January 1987. Prior to that he served as the City Manager in Patterson (March 1982-December 1986, and City Manager in Waterford (December 1978 -September 1981). Henry left Delano to serve as City Manager in Gonzales before retiring in 2003. He was appointed and served out a term on the Hughson City Council.

Seaside Police Chief Abdul Pridgen is the new Chief of Police in the City of San Leandro appointed by City Manager Fran Robustelli.

*Independent Parks and Recreation Professional Consultant Randy Davis served as the Parks and Recreation Director in the City of American Canyon for nearly 11-years (2000-2011), and in the City of Dixon prior to that (November 1987-July 2000).

*Lauren D’Angelo serves as a Recreation Coordinator for the City of Fullerton, and previously worked as a Program Coordinator for the City of Claremont (2016- 2019).

*Oakley Community Development Director Joshua McMurray is serving as the Oakley Interim City Manager following City Manager Bryan Montgomery’s resignation to become the new City Manager in the City of Indio.

*Linda Hollinsworth, Hawaiian Gardens Finance Director, is serving as the Interim City Manager since City Manager Ernie Hernandez left to take the City Manager position in Lynwood.

*Retired Rosemead City Manager (1974- 2002) and La Puente Interim City Manager (2008-2009) Frank G. Tripepi served as the Senior Vice President of Business Development for Willdan Group Inc. from May 2011 to March 2018.

*Dan Keen served as the Vallejo City Manager for nearly 6-years (2012- 2017).

*City Manager George Watts left the City of Arcadia in May 1992 and later served as the City Manager in the City of Indian Wells.

*Jennifer Hanson worked for Wood Rodger, Inc. in Sacramento as an Associate (2005-2014) before going to work for the City of Lincoln in May 2014, and she was appointed Lincoln City Manager in April 2019.

*Retired LAPD and former Walnut Mayor and Council Member Tom King is a private investigator. *Karen Diemer, Arcata City Manager, served as a Recreation Supervisor in the City of Eureka from September 1991 until August 1996.

*Jerome Keithley, former City Manager, was inducted into the Newport Harbor High School Hall of Fame in 2017.

*Stanford University graduate Greg Larson is set to take the Cupertino Interim City Manager post in July as City Manager Deborah Feng readies to conclude her tenure.

*The City of Fullerton was incorporated on February 15, 1904.
