City of San LeandroCity Manager Fran Robustelli appointed Mr. T. Michael Yuen as Finance Director. His first day in the position is August 29, 2022. Mr. Yuen brings decades of local government experience, starting with the State of Illinois and recently leading as the Chief Executive Officer for the Superior Court of California, County of San Francisco. Mr. Yuen’s career in the superior court allowed him to promote from various analyst positions to Chief Financial Officer. Along the way, he worked for then-San Francisco Mayor Gavin Newsom’s Office of Public Policy and Finance.

While with the San Francisco Superior Court as Chief Executive Officer, Mr. Yuen was responsible for overseeing 500 non-judicial employees, balancing a $90 million budget, promoting culture and diversity initiatives, and modernizing court operations.

“I am pleased to appoint Michael as the Finance Director,” stated City Manager Fran Robustelli. “Michael’s public management experience, financial acuity, and seasoned leadership will guide our Finance Department to better serve our residents. Michael has big picture ideas and methods to implement those ideas.”

Mr. Yuen filled the vacancy created by former Finance Director Susan Hsieh after she accepted another public sector opportunity. As the Finance Director, Mr. Yuen is responsible for the City’s budget, investment plans, financial reporting, auditing, general financial management, and managing the City’s risk management program.

“I am honored to be joining the City of San Leandro, where I look forward to stewarding public resources to support programs and services for residents while maintaining the City’s overall long-term fiscal sustainability.” stated Yuen.

Mr. Yuen attained a political science degree from Illinois State University and a Master of Public Administration degree from San Francisco State University, where he graduated in the top tier of his class as a member of the Pi Alpha Alpha public administration honor society. Mr. Yuen spends his free time volunteering to support youth athletics, gardening, and traveling. Mr. Yuen speaks fluent Chinese Cantonese.
