At the conclusion of the regularly scheduled meeting on January 24, 2023, Signal Hill City Council members expressed their appreciation to Interim City Manager Joe Hoefgen and to Interim Police Chief Carl Charles both of whom are completing their service to the City of Signal Hill.  

Mayor Tina Hansen stated, “When the City Council was considering interim candidates for both positions, we were looking for a steady hand and for people who were experienced and seasoned and had been in those management positions before. We needed people who had run a city and run a police department and who knew which problems needed to be solved and could keep the ship on course. We have so much appreciation for both of you and we hope that you both come back to visit us in Signal Hill.” 

Council Member Jones added, “I want to thank both Chief Charles and Joe Hoefgen as they were instrumental to my time as Mayor and they both are outstanding leaders. They came to Signal Hill at a time of need and they both shined. Even though they were interim, I really feel they have left a lasting impression on our residents and the staff members here.”  

Joe Hoefgen served as Signal Hill’s interim city manager from August 1, 2022 until January 27, 2023. Hoefgen most recently worked as city manager of the City of Redondo Beach – a position he retired from in November 2021 after a total of 35 years in local government serving multiple agencies in various capacities. The Signal Hill City Council recently appointed Carlo Tomaino as city manager following a competitive recruitment.  

Chief Carl Charles was appointed as Signal Hill’s interim chief of police on November 15, 2021 after a successful 28-year career in law enforcement with the City of Downey. He retired in 2018, having served his final 6 years as Downey’s chief of police. His last day with the City of Signal Hill will be February 3, 2023.
