The bill takes measurable steps to improve the Surplus Land Act (SLA) as it effectively provides clarification on lease  provisions, necessary exemptions for transit and agency uses, and eliminates inefficiencies for affordable housing developments. It also prioritizes economic development by reaffirming the Economic Opportunity Law, thus helping local governments acquire and dispose of property to create economic opportunities for their residents.
