City of Moorpark logoThe City of Moorpark is pleased to announce that it has received a Judy L. Kelsey Memorial Fund Grant from the California City Management Foundation (CCMF) to fund a student intern to develop a Sustainability Plan for the City.

The Judy L. Kelsey Memorial Fund offers $5,000 grants to local governments to fund summer internships. Half the funding for this program comes from the estate of Judy Lyn Kelsey, a longtime California city manager with a passion for uplifting others. At the beginning of her career, Kelsey interned in the City Manager’s Office in the City of San Dimas and participated in a grant program for the Los Angeles Police Department. She saw great value in these experiences and donated part of her estate to enable internships for individuals with a passion for local government. Kelsey’s estate funds one $5,000 grant annually. CCMF matches her gift to provide a second $5,000 grant.

The City of Moorpark and City of Roseville were selected for the 2023 awards based on their detailed plans for meaningful internship programs.

“The recipients of the 2023 Judy Kelsey Memorial Fund grant showcased a remarkable dedication to guiding aspiring public servants and making a positive influence on their community through a range of effective projects,” said Chair of the CCMF scholarship committee Fran Mancia. “CCMF takes great pride in supporting interns for these innovative programs, aligning with our mission of promoting excellence in city management.”

The City of Moorpark’s intern will develop a Sustainability Plan and potentially present it to the leadership team and/or the city council. Duties include interacting with city staff, neighboring communities, and agency representatives from the City’s waste hauling company. Depending on the volume of work and the timeline of the internship, the intern may also assist staff with reimagining the structure of Moorpark’s Teen Council and developing employee and community engagement projects.

Moorpark City Manager Troy Brown noted: “Many of us in local government began our public service as interns, and we look forward to introducing the next generation of local community leaders to the industry by completing work that is both meaningful and will also help the Moorpark community.”
