The City of Oxnard announced the appointment of Jeff Pengilley as Oxnard’s new community development director.
A longstanding and committed Oxnard public servant, Pengilley joined the City in 2000 as a plan check engineer and has held various key positions related to engineering services and building regulations. He most recently served as the community development department’s assistant director for the past four years.
“Jeff brings extensive knowledge and experience within Oxnard to this leadership role,” said City Manager Alexander Nguyen. “I am confident that he will continue to steer the department towards implementing solutions that bring greater efficiency and results for Oxnard residents and businesses.”
Said Pengilley, “I’m honored to work with such dedicated employees and continue our customer-focused mission of serving our community. I look forward to the new opportunities in this role, such as modernizing our department’s technology, which will help us continue to increase our level of service to the public.”
With nearly 26 years of experience, Pengilley has built extensive relationships throughout Oxnard and produced impressive results. In recent years, he led two divisions totaling more than 40 employees while also serving as the City’s building ffficial, City engineer/land development, and floodplain administrator. He oversaw large-scale development projects including the Amazon Fulfillment Center, which was constructed in 14 months, as well as The Collection and Wagon Wheel Developments.
As the City’s community development director, Pengilley will oversee 66 employees in the Building and Engineering, Planning and Environmental Services, Long Range Planning and Sustainability, and Code Compliance divisions. He will continue the City’s efforts to make Oxnard more business-friendly and implement ongoing improvements to Oxnard’s planning, permitting and building processes.
