City of Oxnard logoThe City of Oxnard announced the appointment of Rob Ruben as Oxnard’s new chief information officer (CIO), effective Sept. 5, 2023.

With more than 20 years of industry experience leading large-scale project implementation and overseeing diverse operational teams, Ruben brings a wealth of expertise to his role in shaping Oxnard’s technological future.

“We’re excited to promote from within an experienced professional like Rob to lead our IT Department,” said City Manager Alexander Nguyen. “I look forward to him providing secure, efficient, forward-looking IT solutions for our organization.”

Said Ruben, “I’m honored for the opportunity in this new role to continue the vital work of the IT Department and its implementation of new technology that will better serve Oxnard’s community members, businesses and City employees.”

Before joining Oxnard as the City’s business solutions director, Ruben held leadership positions at the L.A. Care Health Plan, where he served as the senior director of IT Portfolio Management and Planning, and at Health Net as an applications development manager.  His work efforts resulted in successfully implementing industry-standard frameworks and practices across various IT verticals, leading to enhanced efficiency and value-based business solutions.

He also spearheaded the development of financial reconciliation tools and processes, ensuring alignment between project management systems and financial systems for accurate tracking and reporting.

As the City’s CIO, Ruben will oversee the IT Department’s operations and continue the successful multi-year rollout of the enterprise resource planning (ERP) system that will modernize Oxnard’s IT infrastructure and continue to strengthen the organization’s cybersecurity.
