City of Ventura logoVentura City Manager Bill Ayub is pleased to announce the appointment of Valerie Barroso as the new human resources director, effective August 3. Barroso has been integral to the City’s Human Resources team, serving as the assistant human resources director since 2018.

Barroso brings 27 years of experience across key organizational areas, including labor/employee relations, recruitment, training, benefits, classification and compensation, leave and disability management and workers’ compensation.

“Valerie has been an exceptional leader on our Human Resources team for the past six years,” said City Manager Bill Ayub. “Her deep understanding of the City, our staff and our strategic goals has been invaluable. Valerie’s dedication, expertise and visionary approach make her the perfect fit for this role. We are thrilled to have her continue serving Ventura and look forward to the positive impact she will undoubtedly bring in her new capacity as human resources director.”

Under the city manager’s direction, the Human Resources Department is responsible for recruitment, employee and labor relations, classification and compensation, training and development, benefits administration, workers’ compensation, risk management and other services.

“As a Ventura County native, I have always had an affinity for Ventura’s City Hall, the downtown area, and the natural beauty of the surrounding mountains and sea. I’m eager to continue serving the City’s dedicated employees and its residents,” said Barroso.

Barroso began her career in human resources as a clerk for the City of Ventura in 1997. Before working at the City of Ventura, she was the classified human resources director for a local public school district.

Barroso holds a Bachelor of Science degree in Organizational Management, a Master of Science degree in Business Organizational Management focusing on Human Resources Management and Development, and a Doctor of Philosophy (Ph.D.) in Industrial/Organizational Psychology.
