City of Moorpark logoThe California City Management Foundation has named Moorpark City Manager Troy Brown as recipient of its 2025 City Manager of the Year Award. The award highlights individuals who embody the highest standards of leadership, ethics and service to their communities.

With a career spanning over 30 years, Brown has played a transformative role in local government. Since taking on the role of Moorpark’s City Manager in 2018, he has led major infrastructure projects including the Princeton Avenue Improvement Project and the relocation of City Hall to 323 Science Drive, championed community engagement initiatives and spearheaded the adoption of Moorpark’s first ever comprehensive update to its General Plan. His leadership in developing a Long-Term Financial Plan for Moorpark will guide policy decisions for many years to ensure the City’s continued fiscal health.

Beyond his achievements in Moorpark, Brown has made a profound impact on the city management profession nationwide and internationally. He served as president of the International City/County Management Association (ICMA), where he advocated for ethical leadership, professional development and the advancement of local government management on a global scale. His commitment to mentorship and strengthening the pipeline of future city managers has inspired countless professionals in the field.

“This recognition is especially meaningful because it is a recognition by other city managers throughout California, my peers and colleagues,” said Brown. “Working in government is an opportunity to be the business of people helping people, and it has been an honor to make people’s lives better. I am proud to have left each of the communities where I’ve served better than when I arrived, and indeed the entire city management profession.”

In December 2024, Brown announced his intention to retire as Moorpark’s City Manager on June 30, 2025. The City is currently conducting a nationwide search with executive search firm Mosaic Public Partners to find Brown’s successor.
