The City of Placentia is proud to announce the appointment of Jennifer Lampman as City Administrator, following her service as the City’s Deputy City Administrator and Director of Finance. With this appointment, Ms. Lampman becomes the first female City Administrator in Placentia’s history, marking a significant milestone for the City. 

Ms. Lampman joined the City of Placentia in April 2022 as Director of Finance and was promoted to Deputy City Administrator in March 2025. Since her arrival, she has played a vital role in enhancing the City’s financial operations, improving transparency, and focusing on long-term fiscal sustainability. 

“On behalf of the City Council, I am glad to welcome Jennifer Lampman as Placentia’s new City Administrator,” said Mayor Kevin Kirwin. “Jennifer has been a critical part of our leadership team over the past three years and her deep understanding of municipal operations and commitment to our community make her a great fit for this role. I am confident she will continue to lead the City with integrity and a strong focus on serving our residents.” 

Prior to joining Placentia, Ms. Lampman served as Finance Director for the City of Fountain Valley and previously held positions with the cities of Huntington Beach, Anaheim, and Riverside. With more than two decades of experience in local government, Ms. Lampman brings a wealth of knowledge, a track record of sound fiscal leadership, and a commitment to public service excellence.

I look forward to continuing our momentum, building upon the City’s successes, and working collaboratively with the City Council, staff, and community to ensure Placentia remains a vibrant, strong, and forward-thinking city.” 

Ms. Lampman holds a Bachelor’s degree in Urban Studies and Planning from the University of California, San Diego, and a Master’s degree in Public Administration from California State University, Fullerton. She is also a member of the Government Finance Officers Association and the California Society of Municipal Finance Officers. 

The City looks forward to Ms. Lampman’s continued leadership as Placentia prepares for several key initiatives, including the City’s centennial celebration in 2026, major infrastructure improvement projects, and the continued emphasis on fiscal sustainability.
