David Swing, a consultant at Renne Public Management Group (RPMG) and former police chief of Pleasanton and Morgan Hill, will be a featured panelist at the League of California Cities Annual Conference & Expo in Long Beach on Wednesday, October 8. The panel titled “Stepping Up to Lead: Addressing the Erosion of Trust in Local Government,” will provide city leaders with actionable strategies to strengthen trust and engagement with residents.

The panel is hosted by the Institute for Local Government (ILG). “This discussion will explore the pillars of trust-building between cities and residents and provide strategies any local leader can apply to strengthen community relationships,” said ILG Director of Enterprise Programs and Special Projects Melissa Kuehne.

David brings extensive leadership experience to the panel. In addition to his tenure as police chief, he has served as President of the California Police Chiefs Association’s Board of Directors and co-chair of the State of California’s Racial and Identity Profiling Act Board. He will provide a valuable perspective on navigating complex leadership challenges while maintaining public trust.

The League of California Cities Annual Conference & Expo gathers elected and appointed leaders from across the state to share ideas and discuss challenges facing California cities. The program features keynote speakers, workshops, breakout sessions and networking opportunities, all designed to foster collaboration and professional growth.

“At RPMG, we help local leaders build stronger relationships and more effective governance,” said David. “I’m honored to join this panel to discuss how we can strengthen trust in local government and learn from one another to better serve our communities.”
