The City of Chino Hills partnered with Tripepi Smith on a wide-ranging public education campaign around California’s Senate Bill (SB) 1383. With a strong track record of helping cities like Orange, Yucca Valley, Costa Mesa and South Gate tackle SB 1383 outreach, Tripepi Smith brought creativity and expertise to the year-long engagement.

“Tripepi Smith brought a deep understanding of SB 1383 and a proven record of supporting other cities in communicating its complexities to the public,” said Senior Management Analyst Susan Shaker. “They took our vision and translated it into accessible, visually engaging materials that are helping us meet our outreach goals and compliance needs.”

Spanning from October 2024 to September 2025, the project delivered a full suite of outreach tools designed to educate and engage residents across platforms. Deliverables included a custom style guide, a benchmark survey, two animated videosan informational maileran evergreen flyera first-of-its-kind tabbed brochurean interactive educational image for the City’s website and a myth-busting quiz game that turned compliance messaging into a fun, shareable experience.

The project team included Principal Jennifer Nentwig, Senior Business Analyst Sienna Boyd, Business Analyst Morgan Teruel and Junior Business Analyst Erica ChandlerEthan de la Peña brought the educational videos to life, while Junior Graphic Designer Jenna Haubruge led the campaign’s visual identity in collaboration with Senior Graphic Designer Kjerstin Wingert, who designed the initial style guide.

SB 1383 introduces significant changes to how California jurisdictions manage organic waste and food recovery. To make these changes digestible for everyday residents, TS leaned on simple language, bold visuals and interactive design. The final materials balanced compliance with clarity, reflecting the City’s proactive approach to community education.

Tripepi Smith and Chino Hills collaborated to push creative boundaries for SB 1383 education. The tabbed brochure, the first of its kind produced by the firm, grouped key topics into clearly labeled sections for easy navigation. The brochure took a wealth of complicated information and broke it down into digestible reading and visuals. The team also explored new interactive web tools. These innovations elevated the outreach effort and set a new standard for how Tripepi Smith supports SB 1383 public education.

“The Chino Hills team brought both vision and collaboration to this project, encouraging creative approaches to deliver communications that would truly resonate with their residents,” said Morgan. “Their standard of excellence and commitment to community engagement allowed us to develop materials that were fresh, informative and dynamic.”

With this project, Tripepi Smith continues to expand its footprint as a trusted partner in SB 1383 education and environmental communications.
