SALARY: $103,617 – $125,947 per year. (CalPERS retirement – 2.5% at 55 benefit formula for classic members covered under pre-2013 rules, 2% at 62 benefit formula for new PEPRA members,). Appointment is generally made at the beginning step.

DEFINITION: The Assistant Public Safety Director directly supervises the Code Enforcement Division and oversees the  Community Services Officer (CSO) Division, and assists with and serves as a liaison for all public safety services,  consisting of County Sheriff, County Fire, emergency preparedness, crossing guard services, health regulation and  animal control. The Assistant Public Safety Director is responsible for helping to ensure that these programs meet the needs of the community. 

QUALIFICATIONS: Education and Experience: Requires Bachelor’s Degree in Public Administration, Criminal Justice, Business  Administration, or related field. Requires five years of experience in a public safety environment, including significant administrative and supervisory responsibilities. Master’s degree is highly desirable but not required. 

Knowledge and Ability: Operational characteristics, services and activities of a public safety program. Ability to monitor a large contract with an outside law enforcement agency. Principles and practices of program development and administration. Office procedures, methods, and use of equipment including computers and applicable software  applications. Principles and practices of municipal budget preparation and administration. Principles of supervision,  training and performance evaluation. Pertinent federal, state and local laws, codes and regulations. Ability to communicate clearly and concisely; and make presentations before public groups. 

License Required: Valid Class C California Driver License and acceptable driving record. 

GENERAL DUTIES: Under the general direction of the Director of Public Safety, the Assistant Director will be responsible for assisting with the daily operation and supervision of the City’s Public Safety Department. Oversee and direct the daily operations of three Divisions: Sworn, Non-Sworn and Code Enforcement. Develop, implement and coordinate division goals and objectives, policies and procedures; evaluate the operations and activities of the Department.  Participate in the preparation of the annual operating budget for the entire Public Safety Department including individual Division budgets. Supervise and participate in a variety of personnel actions, including: selections,  promotions, performance evaluations, and disciplinary measures. Respond to public inquiries and requests relative 

to public safety services. Prepare specifications for the purchase of new equipment. Prepare written reports regarding operations, personnel, budget and a variety of other subjects. Coordinate with other City management staff to meet the overall goals and objectives of the City. Develop/conduct training programs for staff. Perform the duties of the Director of Public Safety in his/her absence. Other duties as assigned.

EMPLOYEE BENEFITS 

VACATION LEAVE: 80 hours per year for first five years, 120 hours per year after five years,  160 hours per year after ten years. 

SICK LEAVE: 96 hours per year. Sick leave accumulation in excess of 480 hours is paid directly to the employee as a cash benefit at the end of each year at the rate of 50% of employee’s current pay rate. 

HOLIDAYS: 12 paid holidays per year. 

HEALTH INSURANCE: 85% paid medical for employee and dependents. Coverage effective the first day of the month following the date of hire. Employees who are able to
provide proof of other group insurance coverage may elect to opt-out of the  City Health benefits and receive a monthly payment in the amount of $450  in lieu of coverage. 

LIFETIME MEDICAL: Employees who retire from the City after are entitled to 85% of the cost of their medical premium. 

DENTAL/VISION 100% dental and vision coverage for employee and dependents. Coverage  INSURANCE: is effective the first day of the month following the date of hire. 

LIFE INSURANCE: Coverage is equal to 100% of annual salary. 

DISABILITY INSURANCE: The City pays 100% of the insurance plan. 

RETIREMENT: PERS retirement – 2% at 62 benefit formula for “New” CalPERS members,  2.5% at 55 benefit formula for “Classic” CalPERS members covered under  pre-2013 rules. 

DEFERRED An optional plan is available at employee’s cost.  COMPENSATION

CREDIT UNIONS: The City is affiliated with Southland Credit Union and F & A Federal Credit  Union. Employees are eligible for membership.

EDUCATION The City encourages employees to develop their knowledge and abilities by  REIMBURSEMENT: offering a variety of reimbursements for job-related education. 

BILINGUAL PAY: The City pays $75 per month for job related bilingual pay. 

SCHEDULE: Full-time employees for the City of Paramount are on a “9/80” work  schedule. Normal working hours include nine hours per day Monday through Thursday and 8 hours every other Friday, with every other Friday off. Some positions, particularly in the Public Safety Department and Public Works Department, have alternative schedules.
