About the Position

The Director of Finance plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Finance Department, including investment management, cash management, City-wide budget, accounting, fiscal planning, revenue collection, and debt management; directs and administers the fiscal operations and activities of the City, which include budgeting, investments, financial transaction processing, record-keeping and reporting, payroll, accounts payable, accounts receivable, utility billing, and business licensing; coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the City Manager and/or the Assistant City Manager in areas of expertise; and performs related duties, as assigned. This position provides assistance to the City Manager and/or the Assistant City Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy and municipal functions and activities, including the role of an elected City Council and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and for furthering City goals and objectives within general policy guidelines.

The Director of Finance for the City of Tracy will be a highly qualified professional and an innovative leader. The ideal candidate will possess experience leading municipal finance programs and must be a creative problem-solver, an effective leader and skilled manager who is enthusiastic in supporting and working collaboratively with the City Manager and City Council to achieve and maintain fiscal sustainability. A successful incumbent will have the ability to develop and implement goals, objectives, and policies for the department as well as communicate clearly, both in speaking and in writing. This position will provide administrative and professional leadership and direction for the department and the City. The incumbent will coach, mentor, and motivate department staff to produce high-quality work products. In addition to their leadership skills, the right candidate will have knowledge of the principles of employee supervision, work planning, and assignment review and evaluation and will produce data driven metrics to measure success.

Experience & Education

Experience: Seven (7) years of increasingly responsible experience in government finance administration, which includes at least three (3) years of managerial experience in financial program planning and development, staff supervision, and budget preparation and administration. A Certified Public Accountant (CPA) certification is desirable.

Education: Equivalent to a bachelor’s degree in accounting, finance, business administration, public administration, or a related field. Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
