Regional Government Services and its staff are conducting the recruitment on behalf of the City of Grass Valley.
THE POSITION
The Finance Director is a full-time salaried executive position within the Finance Department, reporting directly to the City Manager and serving at the City Manager’s discretion on an at-will, contractual basis.
This position is primarily responsible for the overall management and leadership of the Finance Department for the City of Grass Valley encompassing financial operations, human resources, and risk management functions. The Finance Director exercises discretion in developing, managing, and implementing administrative and fiscal policies, as well as in strategic planning for financial, human resources, and risk management initiatives.

- Have proven experience in evaluating, developing, and implementing local government and municipal financial and accounting best practices.

- Be a self-starter, flexible, reliable, and detail oriented with high standards for work product.
- Have proven experience and ability as a mentor and manager who encourages and develops employees.
- Excel both within a team and independently.
- Thrive in a fast-paced environment with competing priorities.
- Communicate complex technical issues and difficult realities knowledgeably and compassionately both verbally and in writing, in understandable language, to a range of audiences.
- Have software expertise in modern business software applications. Familiarity with Tyler-ERP Pro software is a plus.
QUALIFICATIONS
Education and Experience:
Any combination equivalent to experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- A bachelor’s degree from an accredited college or university, with major coursework in accounting, finance, business administration, or a related field. Alternatively, an associate degree with a minimum of five years of experience may be considered.
- Six years of progressively responsible professional experience in finance and accounting, including at least three years in a management or administrative role.
- Experience in a public agency is highly desirable
- Experience in human resources management is highly desirable.

APPLICATION PROCESS AND SELECTION PROCEDURE:
Appraisal Process – (Pass/Fail) After the closing deadline, applications will be screened in relation to the criteria indicated in this announcement.
This process may also include various interviews and/or a skills assessment exam to rank applications, and to prepare a Qualified Candidate List.
Application – Minimum Qualification Assessment – (Pass/Fail) All completed applications and supplemental questionnaires will be reviewed and assessed for each applicant’s ability to meet the minimum work experience, training, and education qualifications.
Remote Screen Interview Exam – (Pass/Fail) Candidates who pass the application assessment will be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled to take place in early-to-mid December 2024.
Additional assessments and/or examinations may be used to evaluate candidates’ knowledge, skills, and abilities for the position. These processes may be conducted via Video conference platform or through other virtual and/or electronic mediums.
