The City of El Segundo is ideally located on the Santa Monica Bay encompassing over five square miles, spanning from Los Angeles International Airport on the north, the City of Manhattan Beach on the south, the Pacific Ocean on the west and the unincorporated area of Del Aire and City of Hawthorne east of Aviation Boulevard.

El Segundo is a General Law city that operates under the Council Manager Form of Government. The City is governed by a five-member City Council elected at large, on a non-partisan basis, to four-year overlapping terms. The position of Mayor is selected by Council Members and serves a two- year term. The City Manager is appointed by the City Council to serve as the organization’s CEO. The City delivers a comprehensive range of municipal services through nine major departments (including police and fire) with approximately 362 full-time equivalent employees and a total budget of approximately $160 million.

The Information Technology Services Director is an at-will position reporting directly to the City Manager, responsible for planning, organizing, and directing the activities of a comprehensive municipal Information Systems Department; serving as a member of the City’s Executive Management team; and providing highly responsible and professional staff experience to the City Manager and City Council. 

Information Technology Services Department’s mission is to provide superior service to City staff, enabling them to meet or exceed citizen expectations, and reduce costs through the effective use of technology. The update of the Technology Master Plan is a key priority along with the review, evaluation, and implementation of an Integrated Library System (ILS), building and planning permitting system, and citywide security cameras and door systems. The department is staffed with an Information Technology Services Director, Information Technology Services Manager, Technical Services Analyst (3), GIS Analyst, Senior Network Assistant, Information Systems Specialist, and Administrative Specialist. 

Qualified candidates will possess seven (7) years progressively responsible experience in the administration of information technology systems including analysis, implementation, programming, including four (4) years of management and supervisory experience and a Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field.

The ideal candidate will be an experienced information systems professional with a high degree of emotional intelligence and the ability to build effective working relationships with City staff, consultants, and those contacted in the course of work. The selected candidate will be expected to assess, evaluate, and make recommendations on the most effective and functional structure of the department to provide a higher level of service to internal and external customers. The ideal candidate will take a hands-on approach as a working department head and be committed to an inclusive, collaborative, and team-based work environment. 

The successful candidate will possess excellent technical and communication skills with the ability to explain complex concepts in a manner that is understood by a variety of audiences at different levels of experience and expertise. The ideal candidate will be very skilled at process improvement and time management with a proven record of bringing projects to completion on time and within budget.

The salary for this position is $13,415 to $16,098 per month with placement in the range dependent on qualifications.
