Knapp, born December 1942, began his career as a planner in San Diego County in 1967. He later worked in La Mesa, and went to Cerritos as the Director of Environmental Affairs in 1972. He was appointed Cerritos City Manager in 1973 and served there until 1991 when he became the first City Manager in the City of Lake Forest. Gaylord retired from Lake Forest when Huntington’s Disease prevented his further service in April, 1995.
