CEO Rosa Junqueiro is in charge of administering the San Joaquin court system. A series of public records requests have yet to reveal an email record to shed light on some of her daily activities.

[W]hile California has adopted a new state open-records rule calling for improved transparency from the state’s judiciary, Junqueiro has resisted attempts to gain further insight into her daily responsibilities and duties. The internal correspondence has been requested in an effort to help San Joaquin County residents better understand Junqueiro’s role in operating a court system with branches in Stockton, Lodi, Tracy, Manteca and French Camp.

She has repeatedly declined to provide work-related e-mails in response to public records requests.



The article discusses how Ms. Junqueiro, citing a lack of support staff, beleives it is not in the public’s interest for her to sift through the thousands of emails she receives and sends every month to fulfill the public records request.
