In Oakland, their new ID card will do so much more than any ID card that can be obtained from the State DMV.
Some of the goals of the intended program are to allow illegal immigrants to more easily access state-issued identification, prevent people from having to carry large amounts of cash, and avoid high check-cashing fees.

A Northern California city is moving forward with plans for a municipal identification card that is being touted as the first in the nation that would double as a full-fledged debit card.
The Oakland City Council this month awarded a contract to issue the cards.
