Charlie Long has created a new municipal department, reduced $1.1 million in city contracts for utilities management, and hired a new finance director.

Not too shabby.

In a City Hall shake-up just two weeks into his tenure, Hercules interim City Manager Charlie Long has appointed a new finance director, created a new Municipal Services Department, and announced the departure of a former city manager who has been managing the Hercules Municipal Utility under contract.

The new finance director will be Liz Warmerdam, previously a redevelopment consultant to the city. Long announced the appointment Friday in his weekly City Manager’s Report. The previous finance director, Gloria Leon, will become the assistant finance director.




The finance department will monitor the city’s $1.1 million worth of contracts with NEO Consulting Inc./Affordable Housing Solutions Group, the company once owned by City Manager Nelson Oliva, who is on indefinite medical leave.
