Jeff Duhamel, CEO and Principal Consultant of MuniEnvironmental, presented on solid waste and recycling legislation at the second annual Regional Mayor’s Summit last week.

Duhamel—along with Charles Herbertson, Public Works Director and City Engineer for the City of Culver City, and Grace Robinson Hyde, Chief Engineer and General Manager for the Sanitation Districts of Los Angeles County—was a featured speaker on the panel, “Stormwater and Waste Management.”
The panel, moderated by Sam Pedroza, a council member for the City of Claremont, included content ranging from Culver City’s recent success in obtaining approval of a parcel tax to pay for stormwater/urban runoff projects required to comply with the National Pollution Discharge Elimination System permit issued by the Los Angeles Regional Water Quality Control Board, to the Sanitation Districts’ potential services and current activities.
In his introduction, Pedroza touted Duhamel as one of the only people he knows who cares as much about trash as he does.
Duhamel’s presentation included overviews of key legislation—including AB 939 (Integrated Waste Management Act of 1989), AB 341 (Mandatory Commercial Recycling) and AB 1826 (Mandatory Organics Recycling)—that has transformed the once-unassuming municipal service into today’s multifaceted industry.
“Jeff is an expert on solid waste matters,” says Pedroza. “He has the ability to explain and keep up to date on this complex industry that is ever changing.”
Organized by the City of Walnut and Councilman Robert Pacheco, the Summit addressed innovations that may shape the futures of public agencies and service delivery models. More than 300 elected officials and city, school and water agency staff gathered for the event, held at the Pacific Palms Resort in the City of Industry.
