The City of Signal Hill is pleased to announce the appointment of Joe Hoefgen to the position of interim city manager, effective August 1, 2022. The Signal Hill City Council unanimously approved his appointment at their regularly scheduled meeting of July 26, 2022.

Mr. Hoefgen most recently worked as city manager of the City of Redondo Beach – a position he retired from in November 2021 after a total of 35 years in local government. His municipal experience includes service in Redondo Beach, Palos Verdes Estates, Del Mar, Encinitas, and two cities in Texas — San Antonio and University Park. He has extensive experience in policy and program development, budget, finance, community development, human resources, labor relations, and public safety. Mr. Hoefgen holds a Bachelor of Science in Education from Emporia State University and a Master of Public Administration degree from the University of Kansas.

“I am very happy to return to work as Signal Hill’s interim city manager and look forward to working with everyone to keep the level of service high for Signal Hill residents, businesses, and visitors over the next few months,” said Mr. Hoefgen. In accordance with State regulations related to retired public officials, Mr. Hoefgen’s service will continue for a maximum of six months pending the City Council’s permanent appointment of a city manager. He resides nearby in Long Beach.

Mr. Hoefgen previously served as chair of the South Bay City Manager’s Association, was actively involved in the League of California Cities, served on the LA County Measure H Revenue Planning Committee and is a 30-year member of the International City Management Association.
