The City of Signal Hill is pleased to announce the appointment of Carlo Tomaino to the position of City Manager, effective January 9, 2023.

The Signal Hill City Council unanimously approved his appointment at their regularly scheduled meeting of December 13, 2022. Since June 2020, Mr. Tomaino has served as the Assistant City Manager of the City of La Mesa – a full-service city in San Diego County. His municipal experience includes 15 years of experience in local government with prior experience in the City Manager’s Office of the City of Lake Forest, California serving as Economic and Housing Manager, Assistant to the City Manager, Senior Management Analyst, and Management Analyst.

He has extensive experience in policy and program development, economic development, budget, finance, community development, human resources, labor relations, and public safety. Mr. Tomaino holds a Bachelor’s degree in Political Science and a Master of Public Administration from California State Fullerton.

Mr. Tomaino has professional memberships in the International City and County Management Association and the California Association for Local Economic Development. Some recent career highlights in La Mesa include negotiating development agreements and ground lease amendments to generate significant new revenue streams and public benefits, implementing innovative programs to effectively reduce the impact of homelessness, and creating an Entrepreneurship Accelerator Program to encourage private investment in the business sector.
