City of Carson logoThe City of Carson is pleased to announce the appointment of two highly qualified professionals to key leadership positions within the organization. Mr. William Jefferson has been appointed as the finance director, and Mr. Gary Carter joins as the director of Information Technology and Security. Their extensive experience and dedication to public service will greatly contribute to the City’s ongoing commitment to excellence.

Finance Director William Jefferson brings over 18 years of experience in Public Finance to his new role. His impressive track record includes serving as budget director for the City of Monroe, assistant chief financial officer for the City of Oxnard, and most recently, as the budget and financial planning manager for the Los Angeles Homeless Services Authority. Mr. Jefferson’s expertise and dedication make him an excellent addition to our team as we strive to enhance our financial operations and better serve our community.

“I am honored to join the City of Carson as the finance director. I look forward to working with the talented finance team and collaborating with city staff to ensure fiscal responsibility and transparency,” said William Jefferson.

Joining the City as the director of Information Technology and Security is Gary Carter, a seasoned professional with over 15 years of experience in public sector information technology. Gary’s extensive knowledge and expertise were honed during his tenure as the community broadband manager for the City of Santa Monica where he launched Santa Monica’s Gigabit City Net fiber network in 2010, serving tech, entertainment and startup firms in Silicon Beach. Gary’s successful IT initiatives won Harvard Kennedy School’s Top 25 Programs in American Government award three times. Mr. Carter is a leader in Smart City and local government IT, with past consulting and speaking engagements with UCLA Anderson School, Pepperdine Graduate School, Intel, Federal Highway Administration, The World Bank, IEEE and the White House Office of Science and Tech Policy. He holds an MBA in Strategy and Marketing from the prestigious Drucker School of Management.

“I am excited to be part of the City of Carson and contribute to its technological advancement. I consider the opportunity to serve as Carson’s first director of IT and Security, and more importantly Carson’s first director of IT and Security of African descent, an honor and privilege. I am committed to delivering innovative solutions that enhance efficiency and security, provide an exciting user experience and align with Carson’s values and priorities,” commented Gary Carter.

City Manager David C. Roberts, Jr., expressed his enthusiasm for the new appointments, stating, “As a result of a newly funded position and an internal promotion, the appointments of William Jefferson as finance director and Gary Carter as director of Information Technology and Security represent vital roles in our City’s continued pursuit of financial health and technological advancement. I have no doubt that their leadership will contribute to the continued success and progress of our community.”
