The Rossmoor Community Services District has appointed former Carson City Manager Sharon Landers to the position of General Manager that was vacated by long-term appointee Joe Mendoza when he retired. Landers is an International City/County Management Association (ICMA) credentialed city manager and the principal of Landers Consulting, where she offers executive-level strategic guidance and project management for public and private sector entities.
“Working in Rossmoor is a fantastic opportunity to interact with a lovely, engaged community that has a small-town feel where I can really make a difference in the quality of life for the residents,” said Landers.
Landers began her tenure in the new position on May 19. The Orange County Special District originally offered her a longer-term contract; however, at her request, this was changed to a six-month contract that allows for an extension.
Prior to this role, Landers served with the Bay Area Air Quality Management District as interim executive officer and chief operating officer. She also served as a city manager, assistant city manager and director of planning for the cities of Carson, Irvine and Rancho Cucamonga. Her experience includes the interim CEO for the Orange County Great Park, assistant CEO for the San Jose Redevelopment Agency and executive and advisory roles for LA Metro, New Jersey Department of Transportation, New York City Department of Transportation, two New York governors and two New York City mayors.
Sharon obtained her Juris Doctor degree from Albany Law School, Union University in New York, and her Bachelor of Science degree from the State University of New York at Stony Brook. She has been admitted to the U.S. Supreme Court and the New York State Bar, has received numerous awards recognizing her professional accomplishments, and currently serves on the board of the Southern CA Tri-Counties Branch of the International Dyslexia Association.
