On September 23, 2025, the City of Huntington Beach named Marissa Sur as its new Assistant City Manager. The appointment places Sur in charge of daily city operations and departmental activities, advising the City Manager and City Council, and representing the City on major projects, negotiations, and external boards.
“Marissa has proven herself as a thoughtful and effective leader who brings a collaborative leadership style and extensive municipal experience to her new role,” said City Manager Travis Hopkins. “Her background in human resources, labor relations, and municipal operations will be invaluable as we continue advancing key projects and serving our residents.”
Since April 2024, Sur has served as Huntington Beach’s Director of Human Resources, overseeing employee relations, labor negotiations, recruitment, classification and compensation, training, benefits, risk management, liability and workers’ compensation, and the loss prevention program. Prior to joining Huntington Beach, she was the Human Resources Manager for the City of Newport Beach.
Sur earned her Bachelor of Science in Criminal Justice from California State University, Long Beach, and is recognized for her strong customer service, professionalism, and emotional intelligence. She looks forward to supporting the City Council and staff in delivering excellent services to the Huntington Beach community.
